Public consultation is part of the EUCAST decision process. The consultation period is 4 - 12 weeks, and the dates of the beginning and end of the period is clearly stated.

The preliminary VetCAST breakpoint table v.1.0

This public consultation is to garner opinion on the first VetCAST breakpoints for use in veterinary laboratories. The breakpoints have been developed with consideration of consensus dosing regimens throughout Europe for common clinical scenarios and bacterial pathogens. Work is ongoing setting breakpoints for more bacterial species and antimicrobial agents.
